You could try Freecycle
The good old standby outfits, the Salvation Army stores, or the Goodwill Industries.
Check your local Penny Saver. where you might find one that needs a Little tender loving care, for low cash.
Check out the thrift stores in you area, salvation army,pawn shops and the local bulletin board type papers.
In addition to all the previous posts excellent ideas, I would check with your local police. They often have many unclaimed bicycles lying around. They will often put them up for auction, but maybe you could persuade them to give you one for free. Best part of the auctions is that most people don’t even know they exist.
